"Stealing" land from an ally by planting a city within the area of
control of one of your ally's cities isn't considered an act of war,
or at least a treaty violation.  I'm not sure if this is actually a bug,
but it makes diplomacy rather pointless if you can pull this sort of
nonsense.


Completely unrelated to this bug, I'd like to thank the coders for all
of the tremendous improvements in version 2.  Freeciv rocks!
