Don't popup the find dialog, the notify messages, the message options,
the final game score, the spaceship dialog. Add horizontal scrollbars to
player and cities reports. Don't display cancel buttons on tabs. Raise
dialogs to top when the user requests them. Change keyboard combos so
everything plays along nicely. Several layout changes and bugfixes.
