On the beta2 2.0.0 pubservers this is what happenned:

1. There were 5 players, one suggested command.  2 voted for, 2 against.  The
result was a rejected democratic change to the setting (1 player didn't have a
say).

2. Upon starting, there was a leftover active vote which had 2 for and 1
against.  I would think this should pass when starting because the majority of
those who casted votes voted for (Instead it was rejected after the 1st turn).
