An addition to my previous message:
I also tried starting freeciv with
FREECIV_PATH="/usr/local/freeciv/share/freeciv"
export FREECIV_PATH
/usr/local/freeciv/bin/civclient
but that didn't work either.
ps. file "INSTALL" seems to be out-of-date, for installation does not create a
directory called "data", but puts those files into share/freeciv
