If I make freeciv out of a builddir, then run "make dist":

make[3]: *** No rule to make target `../../freeciv-2.0/data/Freeciv', 
needed by `../../freeciv-2.0/po/freeciv.pot'.  Stop.

the reason is Freeciv is in the builddir not the srcdir.  It is 
Freeciv.in that should be included in POTFILES.in.
