  Instead of couple of hard coded movement types (LAND, SEA, AIR, HELI + 
to be implemented AMPHIBIOUS) it would be nice to have ruleset defined 
movement properties.
  I'm a bit uncertain if it should be separate ruleset or section in 
game.ruleset. I'm already ruling out possibility to put this information 
into terrain.ruleset (how each terrain affects each movement type).
