A cap is okay.  It should probably be ruleset-defined.  0 means 0,
negative means no cap.  I'm not sure what the "default" cap should be.

Well that's good.  Getting a large bonus from trading with caravans is
okay.  What's bad is getting a large bonus from boring micromanagement.
