The AI seems to build tar too many Transports. I played a game using the 
17 Sep CVS snapshot, ending it not long after I had Rocketry and was 
clearly going to win. I was surprised to find that two of the AIs had 
build vast numbers of Transports. The transports seemed to be cruising 
around in a vast fleet, carrying little or nothing.
