In the savegame (attached separately) the enemy ironclad outside kwale 
has been sitting there for many turns.  It refuses to return to base or 
attack anywhere else (which would be a slaughter since it's so low on 
HP).  I daresay if I removed my two encroaching destroyers it would 
happily continue to stand around.

This game was played under the effects patch.
