This game just keeps getting better... Anyhow, in freeciv 1.14.1
(Debian package 1.14.1-4):

* When an item cannot be built in a city as it is no longer available,
the city doesn't continue building the next thing in the work
queue. (That's frustrating if you've queued up a lot of space
structurals in many cities, and then you've built all space
structurals you can build and want to continue with the next thing
on the work queue -- for example.)

* There's a silly message when trying to move a nuke into an enemy
city that does not contain any troops: "Only ground troops can take
over a city." It's fairly obvious that you're planning to more or
less destroy the city if you do that, so it would make more sense to
ask something like "are you sure?" or just nuke the city, no
  questions asked.

* "Choose Your New Government" dialog doesn't provide any information
about the government types. Many other dialogs have easily
accessible help buttons, so I think that this dialog should have one
  too.
