  There is non-exact range wording related to cities as well: "All 
cities" is commonly used when cities of certain player is meant. I 
probably missed some other situations.


  - Caz, who never figured out if it was bad idea to build continental 
wonders in Civ1 when enemy had more cities in said continent...
