version 3:
patch (newconn3.diff) is attached to the ticket.

changes:

o added dsend flags to packets.def
o renamed nopts to nids and nopt to id in PACKET_OPTIONS_SETTABLE
o rearranged fields and added comments to PACKET_OPTIONS_SETTABLE
o separated help into short help and extra help
o the option label in the dialog uses the short help
o the help button has been removed
o the option label now has a tooltip with extra help
o desensitize Prev button on startup.
o fix a buglet in handle_single_playerlist_req()

any other new features can be added post-commit I think.
