I added another variable, goldfactor, so the building costs and the
buying costs can be adjusted separately.

Issues:
- Should this be a server variable or a ruleset variable?  There's
already the [incite_cost] variables in game.ruleset, and these are
pretty similar.
- incite costs are still related to the shield cost of units and
improvements, so reducing shieldfactor also reduces these costs.
