A gui-fs theme is for a specific screen resolution. What theme we will
distribute by default and what size this theme has is another
question.

The jpg picture ok for testing but insufficient for real usage. I can
see the artifacts even without any scaling. The Arianne guys however
had a good starting picture
(http://cvs.sourceforge.net/viewcvs.py/arianne/newarianne/binaries/gamedata/loginscreen.bmp?rev=1.1&view=auto)
which is 512x512. They scaled it however to 640x480 and the result is
ugly:
http://arianne.sourceforge.net/files/screenshots/3d10062003_gui.jpg. Scaling
artifacts all over the place. I had the same problem with my Arianne
ripoff.

The picture is at http://www.freeciv.org/~rfalke/fs2_pics/telescope.png.
