Cool idea.
Thoughts:
Basically nothing modern has "move_rate = 1", if howitzers are move_rate
= 2, these probably should be.
How does the price compare to the SAM city improvement? How does the
benefit compare? (Will they be balanced enough that people will bother
to use both?) Also, what will happen if you place one of these in a
city with a SAM city improvement and SDI?
Does the AI know how to differentiate that these are good for defending
against -air- units? Defense 4 isn't really that great for normal
defense, in the time period these will be at play in.
