I'm using the Nov. 27th Windows version on Windows 2000.

I cannot usually select what city tiles I want to be in production.
Often, I'm not allowed to make any selection at all.  Sometimes, I can
click on the city and that causes *one* city tile to stop producing, but
I have no control over which one.
