Civ3 has some kind of "global culture" concept which influence
neighbor generation and AI attitudes (Persians like the Ottomans,
Romans hate the Carthaginians, and, strangely enough, the English
like the Americans :-). Maybe if someone wanted to code that in a way
that is simple to use..
