I like the idea of adding Zeppelins. However, they way I would use them
is as a precursor to a helicoptor (which they would be obseleted by and
could be upgraded to.) I would however take away their ability to
attack, so they would primarily be a recon unit. I would also want to
try pushing the tech requirements back further, to Refining or possibly
even Chemistry and see how that affects game balance.
