Ocean, Near poles (ice and artic)
light danger, all non polar naval unit can lost.
non costal: tirème can lost as deep wather

soft ice:
non joint land masses 
no terraform
Danger, all non polar naval unit can lost.
non costal: tirème can lost as deep wather.
non polar unit travel very slowly.
light ground unit can travel slowly (+danger)
polar light unit can travel medium
underwater can travel normaly, but if it end the
 turn in ice there are a danger of lost.

hard ice:
 non joint land masses 
no terraform
Danger, all non polar unit can lost
ground unit can travel slowly (+danger)
polar unit can travel medium
underwater can travel normaly, but if it end the
 turn in hard ice there are lost.

Deep Ocean:
non terraform!

probably a flag danger, non terraform and a flag join landmasse for any tile 
can help:
for joint a group of island as a continent.) make danger in some sone of ocean 
(bermudas)
and forbide to terraform the nort pole to a tropical tile :-) or joint south 
america to africa ;-))

In torus and quincuncial poles can ave a very nice gameplay 
but i need more than artic.
