Subject: [Freeciv-Dev] (PR#4242) Clean up the goto route network protocol and route execution

This patch is horribly out-of-date and partially obsoleted. But it does
do some useful things:

- Clean up the goto route network protocol, so that it uses the standard
macros and doesn't have the GOTO_CHUNKs. (The chunks are presumably to
prevent DoS, but this seems unhelpful.)

- Clean up the punit->pgr structure. The way it is now I don't think
anyone quite understands it.

- Clean up some elements of patrol routes. I'm not sure if this is
better than the cleanups already in CVS, though.

- Possibly more?

Generally I think these should all be separate patches. Making them
into one patch is rather monolithic (like this patch).
