[Freeciv-Dev] (PR#6520) territory given to wrong player?

The attached PNG shows an odd situation of the borders code.  Because 
the tile with the fish is claimed by the continent, it is eligible to be 
claimed by either player.  Thus it is given to the player on the left 
even though there are no bordering tiles owned by that player.

A similar situation can occur when a continent wraps around.  With a 
donut map and gen5, this is even more likely.  Something like the 
following is pretty common:

     XXXX

      CXX
     XXXX

X's are land, C is my city.  This is all of my known territory.  I own 
all X's.
