When I was thinking about it for AI uses I arrived to the idea of faking 
fuel for helis.  Their fuel would be equal to half of their HPs or 
something like this.

I think there isn't.  I am also very doubtful about the benefits of using 
PF for air goto.  We need to make some test runs when we have the fuel in.
