Want some realism? Roads can be controlled / blocked / explosives-trapped /
attacked easily (when they're on your territory) so the enemy is in need to
avoid roads

Maybe an option? I have a bunch of ideas what effects borders could have.
This seems a good way to give well-developed nations a defense (and other)
bonus. This can kill ICS IMHO.
