Subject: [Freeciv-Dev] (PR#6139) autogen.sh fails with S1_14

I can't run autogen.sh with S1_14.

This isn't a fatal problem, since the distributed source tarball has
configure already built.

I'm using very recent versions of autoconf and automake, built and
installed directly from the GNU source tarballs.
