I tried both putting a bomber&diplomat and a bomber&transport next to a
hard AI city with a bomber, and the bug does not arise.
can_unit_attack_unit_at_tile() correctly tells the AI not to attack in
both cases.
Could you think of anything else that might give a clue as to how to
reproduce this bug?
