  Some more details about civ3 culture handling:

  Old buildings add more to culture than new ones. I don't know if this 
is true for only normal buildings or does it affect wonders too (guess not).
  This would require tracking age of each building and determining if 
its cultural value should increase over time. IMO this is too much work 
for this kind of detail.

  At wartime, buildings produce only half the culture produced normally. 
This too is rather useless detail, but OTOH should be rather easy to 
implement.

  City near culturally much stronger civilization may spontanuously 
change side.

  Culture affects how fast people of other nationality assimilate to 
your empire. Nationality as a whole is discussed at #6029.

  Civ3 manual hints to some more minor effects.
