(I am resending the messages that I sent to the discussion list.
I edited this one somewhat to reflect the discussion so far.)
It would be nice to have a command to find cities that have
no engineers, so one could tell them by and by to build some.
More generally, it might be nice to be able to enter a list of
improvements and units that every city "ought" to have. Then if a
city is building coinage and is missing any of the improvements and
units in that list, the Messages window would include a message about
the city, "City FOO is building coinage and missing X, Y and Z".
These messages could be grouped all together, just before the "may
grow" messages.
Using a worklist does not do this job, because a worklist
specifies a fixed order to build things in. I just want
to get reminders about cities I should look at.
