While this is a decent solution, it's a bit too permanent for my tastes.
   I generally fall behind in tech between Electricity and Automobile,
so that's generally when I make an alliance or two.  However, there are
situations where others not knowing what techs I have is an advantage:
for example, as long as no one else has Space Flight, I like to hold off
on building the Apollo Program until I have my manufacturing plants up
to full speed and 12 freight ready to build the Wonder in a single turn,
so I maximize the surprise.

I think a better solution would be to make knowledge of techs part of
shared vision -- we already have a mechanism in place for giving and
taking, and for myself I can't think any situations where I would only
want to share maps or tech but not both.
