Thanks for the referal.  I'm afraid I'm not getting
the hang of the search system in RT, because I did try
quite hard to find a previous reference.  Using
"export LANG=en_US.ISO-8859-1" before starting civ
returns the behavior to the obnoxious but acceptable
'?' in place of international characters.
