The (hard) Estonian have a single city, but when we make alliance and they
show me their world map, I really see the (whole) world map. Too easy.
When they offer technology transfer, they know exactly what I have, but I
know nothing.
When I can have alliance without diplomats, I should may have embassies as
well.
