No issue. Suggestion only.

Have server Count the units player has and give turn time based on the 
number of units.

example:
    15 Miltary units in sleep mode 5 secs each.
    5 Miltary units in active mode 15 secs each.
    5 Miltary units in explore mode 5 secs each.
    non combat units 10 Seconds Each.


Have a time factor for each person that adjusts the total time alloted.
   eg if they were to get 120 Seconds and there factor was .90 then 
they would get 108 Seconds.
