The chance of civil war is random.  In the case of the Zulus in your
savegame, the base probability is 40% because they're a republic.  This
is increased by 5% for each unhappy city: they have 2.  So there's a 50%
probability for civil war.

See civil_war_triggered() in server/plrhand.c.
