Hi,

I found the dragon riders in the Fantasy modpack to be inelegant to need
to return to a city after 100 turns. Really it should be possible to
have air units which are able to stay aloft indefinitely, even if they
aren't available in the standard game (besides helicopters, which are a
separate ball of wax). This patch should accomplish this.

To make a unit not need to return to a city, set its fuel to zero. I
think this makes the most sense because all the other units that never
crash (land and sea units) have their fuel field set to zero also.
