The patch is screwed up by windows formatting. Anyone know how to produce
proper unix-linefeed diffs under mingw32?

Anyway, the winmm code needs to throttle sound output. When the AI moves
autoexplorers or we move other rail/road, we get the the "machine gun
sound" of too many sounds played at once.
