ABSTRACT: The fog of war is reduced for nations not in war with each other.
DETAIL:
While in fog of war, cities of players, that are at least neutral/cease fire
to us, are defogged and shown in their real size, if the tile is known to
us.
While in fog of war, units of players, that live at least in peace with us,
are defogged and shown with HP and veteran status, if the tile they are on
is known to us. Battles these units fight are *not* shown.
The respective tiles are shown and updated as if they were in sight.
The map focus doesn't follow those units.

REALISTIC ASPECT:
The cities and their sizes are usually known, if you are in contact and not in
war with a nation.
If you have peace with a nation, you usually get informed about military
units outside of barracks/cities, at least by means of intelligence.
TACTICAl IMPACT:
If you want to settle on an island near a neutral nation, you better do this
in a well-prepared effort.
If you want to surprise your friends with a neat little war ;) you better
hide your best aggressive units in your cities. Mass movement of troops will
decover your plans.
NOTE: Modified clients will be able to track such units even when
transported on railroads.
USAGE:
set fogofwar
0 - No fog of war
1 - Reduced fog of war (default)
2 - Full fog of war
