It is a feature I believe.  It is to tell the player where the unit is 
moving to (otherwise unit just "disappears" which is visually unpleasant).
There is an exception though (could be classified as a bug I suppose), 
where unit moving out of a visible enemy city slips out into unknown 
completely undetected.
