The GPL does not prohibit dynamically linking with system libraries. So
any library that comes with windows is fair game. Anything else is not.

Anyway, why not
 1) make a port of the GTK2 client to Windows (gtk2's win32 support is
fairly good nowadays)
 or 2) port the SDL client to Windows
instead?
