I know. This is not what I want as the use of FREECIV_CAPS then obliterates
CAPABILITY. The scenario is:

o Player wants to play at home without bothering with authenication:
% ser
o Player wants to start up an authenticating server:
% ser --with-auth

in the latter example, the server sees the option and adds the capability.
Clients connecting to the server will now see that it authenticates.
Whether this actually gets uses for client/server auth or not I'm still
unsure, but it's quite handy.
