On my system with GNOME 2.2 and metacity, popup windows are placed
_behind_ the other window.

Steps to reproduce: Go to city dialog, click yes to sell a city
improvement. The new popup window is placed behind the city dialog and
you need to move the city dialog away before you can click "OK".
