I told you that the race to Monarchy/Republic was more essential. And only
Communism/Democracy are viable governments for big maps now. 

I'm not sure this is a bad thing. In Civ 2, everyone tried to go from Despotism
to Republic/Monarchy. In existing Freeciv games, everyone is rushing to
Republic anyway.

But I'm negotiable on the waste numbers. I still think that Despotism should
not be a long term government.
