Implementing this is - as always - harder than I thought.

The only safe way to do it that I can see is to make
cvs ci invoke a cvs ci in a special subdirectory
(unless the cvs ci is already in that subdirectory)
which contains only the global version file.
The special subdirectory gets us out of locking problems.

I have been testing but I can't promise to finish it today.
