Hello anyone who might be following this.

Ross Wetmore and I have been conversing on this patch a bit and in
particular have been disagreeing about whether my way of turning the
river server variable to percents is the way to go.  

Does anyone else care? Or shall we just disagree to our hearts' content.

Also I wanted to point out that the river server variable part of this
patch isn't really the main point, and though I still like my solution I
will happily change it to what Ross wants or back to what it was or
something else if there is some consensus about what is best.  I think
that the improvements to adjust_terrain_param are clear and significant
and I don't want a quibble over the river stuff to get in the way of them.
