[Freeciv-Dev] (PR#2912) Remove last traces of year usage

This is a preparation patch which changes the code to use turns as the
primary way to measure time. Based on these turns a date can be
constructed. The provided function for this emulates the old freeciv
behavior. However the goal is that this construction function is
replaced or multiple others are implemented. I only updated the patch
for the current CVS. No real changes done compared to cal2.diff.
