Updated Waste patch

This waste patch has been tested against 15 Jan CVS. 

Compiles: Yes 
Savegames: No problems running a series of savegames. No cores or other error
messages. Savegames are not identical to vanilla CVS for obvious reasons.

This patch now adds helptext info, updating the buildings.ruleset entry of
courthouse for Civ2/Default. Waste has also been explained in the helpdata.txt
entry. It is in the Government node, immediately following corruption. 

Civ 1/2 rulesets have been updated to use waste params. The Civ 2 waste numbers
may or may not be correct. The Civ 2 purists will have to check it.  Civ 1 has
been set to 0 waste for all governments.

The request for documentation by Jason has been followed. Mandatory waste
capability is documented like the other capabilities, right below the capstr.
Shield_prod is now explained in a comment as being the post-waste production in
city.h.

The "waste modifiers" in government.h now have  a comment directing the reader
to governments.ruleset, where the modifiers are explained in detail.
Cityrepdata now has a new function cr_entry_waste that returns the waste of a
city.
