At the moment of writing pubserver.freeciv.org users can hardly see 
what exactly they are playing with.  The Freeciv version string is 
shown but patches are not.  Initial runtime server settings can be 
fouind if you know where to look.  Special ruleset or loaded savegames 
cannot be inspected at all an are not used for that reason.

How to resolve this from the Freeciv client itself I don't know.
But the website should have a full overview of the configuration 
details of every running server.  A PHP script similar to 
viewgame.phtml can be written for this purpose.
