I think the red letter X behind the city name, indicating
that city growth is blocked, is confusing (at least, it confused me).

It looks like a red cross and you can't easily see that it is text,
no graphical symbol.

Screenshot attached.

So I suggest to use a _white_ tilde letter ("~") for this.
