[Freeciv-Dev] Ooops we did it again: 1.14.0-beta3

We have fixed a number of bugs since beta2, so we feel we need to test the
new changes with a new beta. So please welcome 1.14.0-beta3, a fine new
addition to our line of betas before the final 1.14.0 release.
