Bug was introduced between 
"2002/11/06 19:00:00"
and
"2002/11/06 22:00:00"

Before the change the has_mask of the citizen sprites was 1. 
Afterwards it was 0.

I think the bug is in gtk_pixcomm_copyto.

The attached patch kludges around the problem.
