This is the latest version of portattacks 7.2, based on Per's original
portattacks code. This patch enables subs to attack ships in cities, and only
ships. The subs still cannot attack land units.

Changes: The AI now is aware that subs cannot attack land units, and that
coastal defence means no threat from subs. I also removed the buglet in Per's
original code that meant air units were invulnerable in a city to units that
weren't fighters. 

The AI is almost ready to use subs now. All it lacks is a proper warmap
generated for sub units.

Coastal defences prevent ships in the city being attacked by subs.  

Fighters also gain the ability to attack air units in a city. No longer is it
possible to count on the defending mech infantry to protect your bombers from
assault.

It has been tested. It compiles successfully against current CVS. Please
