Part bug, part feature:

Let's say that I create Barcelona. Barcelona is later destroyed by
barbarians or another nation (or, heaven forbid, is conquered and then
*I* destroy it). I manage to take control of the territory again, and
create a new city in the exact same spot as Barcelona was. I'd want the
new city to be called Barcelona; the dialog proposes using "Barcelona":
it's a nice feature.

However, between my losing Barcelona and refounding it, I found another
city somewhere else: the dialog proposes using "Barcelona": it's a bug,
since I already HAD that city but I don't anymore.

So, independently of however Freeciv works, *I* would want the following:

1- names of my destroyed cities should not be reused.

However:

2- track should be kept of all the cities founded that don't exist anymore
   and their position. If I build a new city in the same spot [*] one of
   my former ones was, I should be given the option to reuse the name.

This would be consistent with history, where many cities have been
destroyed by invaders, then re-founded (London, Valdivia in Chile,
etcetera).


[*] Maybe it could be in the exact same spot OR in one of the 8 adjacent 
squares.

That's my take on this issue.
